          झारखंड में JPSC (14वीं सिविल सेवा परीक्षा) और JSSC-CGL परीक्षा में सामने आई अनियमितताओं का मामला अब केवल प्रशासनिक जांच तक सीमित नहीं रहा है, बल्कि यह कानूनी कार्रवाई, व्यापक छात्र आंदोलन और तीखी राजनीति का मुख्य केंद्र बन गया है।

🇮🇳CID जांच में बड़ा खुलासा: फर्जीवाड़ा कर PT पास करने वाला सुमन सौरभ गिरफ्तार🇮🇳

      सीआईडी (CID) की जांच में धांधली की कार्यप्रणाली को लेकर एक बड़ा खुलासा सामने आया है

• अभ्यर्थी की गिरफ्तारी: हजारीबाग से गिरफ्तार आरोपी अभ्यर्थी सुमन सौरभ को पूछताछ के बाद अदालत के निर्देश पर न्यायिक हिरासत में भेज दिया गया है।
• OMR शीट का वायरल सच: सोशल मीडिया पर जिस ओएमआर शीट को लेकर विवाद हुआ था, वह सुमन सौरभ की ही थी। OMR शीट में केवल 48 प्रश्नों पर ही गोला घेरा गया था, फिर भी उसका चयन PT में हो गया था।
• धांधली का 'Modus Operandi': पूछताछ में आरोपी ने स्वीकार किया कि परीक्षा के दौरान जिन प्रश्नों के सही उत्तर नहीं पता थे, उन्हें खाली छोड़ दिया जाता था। बाद में सेटर/सिंडिकेट से साठगांठ कर OMR शीट में सही उत्तरों पर घेरा लगाकर परीक्षा पास कराई जाती थी।
• कार्बन कॉपी गायब: सेटर के पास ही मूल OMR में फेरबदल की सेटिंग होने के कारण अभ्यर्थी के पास OMR की कार्बन कॉपी उपलब्ध नहीं मिली।

🇮🇳जांच एजेंसी की सख्त कार्रवाई और पूर्व अध्यक्ष से पूछताछ🇮🇳

• TDPL के कार्यादेश पर 6 सवाल: CID ने JPSC से पूछा है कि ब्लैकलिस्टेड/दागी एजेंसी TDPL (मेसर्स टीएसआर डेटा प्रोसेसिंग प्राइवेट लिमिटेड) को किस आधार पर कार्यादेश (Work Order) दिया गया। एजेंसी चयन प्रक्रिया, SOP और दिए गए कार्यों का पूरा ब्योरा मांगा गया है।
• पूर्व अध्यक्ष को पूछताछ के लिए बुलाया: पूर्व JPSC अध्यक्ष एल. खियांग्ते को सीआईडी ने पूछताछ के लिए तलब किया है। JPSC कार्यालय से जब्त दस्तावेजों के आधार पर यह तय किया जाएगा कि परीक्षा संचालन में नियमों का उल्लंघन हुआ या नहीं।
• रिमांड अवधि बढ़ी: मामले में पहले से गिरफ्तार उप-परीक्षा नियंत्रक श्वेता कुमार गुप्ता समेत अन्य आरोपियों की रिमांड अवधि दो दिनों के लिए बढ़ा दी गई है।

     CID अभी तक जेपीएससी के तीन सदस्यों से पूछताछ करने पर शायद निर्णय नहीं ले पाया है.

🇮🇳पारदर्शी भर्ती प्रक्रिया के लिए सड़कों पर छात्र: 6 अगस्त को विधानसभा घेराव🇮🇳

राजधानी रांची में अभ्यर्थियों का आक्रोश लगातार बढ़ता जा रहा है:

• सड़क पर सत्याग्रह: 'JPSC-JSSC भ्रष्टाचार मुक्त अभियान' के तहत जयपाल सिंह मुंडा स्टेडियम से लेकर अल्बर्ट एक्का चौक तक अभ्यर्थियों ने विशाल प्रदर्शन किया।
• प्रमुख मांगें: 14वीं JPSC PT एवं JSSC-CGL परीक्षा को तुरंत रद्द किया जाए, प्रत्येक वर्ष निश्चित परीक्षा कैलेंडर जारी हो, डिजिटल सुरक्षा और पारदर्शी उत्तर कुंजी लागू की जाए।

• मुख्य मांगें:
• ​14वीं JPSC PT, बैकलॉग सिविल सेवा, और JSSC-CGL परीक्षाओं को तुरंत रद्द किया जाए।
• ​पूरे घोटाले की निष्पक्ष CBI (केन्द्रीय अन्वेषण ब्यूरो) जांच कराई जाए।

• घेराव का अल्टीमेटम: छात्र नेताओं (दीनबंधु मंडल, रामअवतार महतो आदि) ने घोषणा की है कि यदि मांगे पूरी नहीं हुईं, तो 6 अगस्त 2026 को झारखंड विधानसभा का घेराव किया जाएगा।
• आजसू का लोकभवन मार्च: आजसू पार्टी ने भी शिक्षा व्यवस्था और भर्ती प्रक्रिया में सुधार की मांग को लेकर जयपाल सिंह मुंडा स्टेडियम से लोकभवन तक मार्च निकाला और राज्यपाल के नाम ज्ञापन सौंपा।

🇮🇳राजनीतिक घमासान: संसद में विरोध और आरोप-प्रत्यारोप🇮🇳

   JPSC JSSC का मामला संसद तक भी पहुंच चुका है.

(A) भाजपा का संसद में प्रदर्शन और CBI जांच की मांग
• संसद भवन परिसर में मौन प्रदर्शन: दिल्ली में झारखंड के भाजपा सांसदों ने संसद परिसर में मौन प्रदर्शन कर JPSC और JSSC-CGL धांधली की CBI जांच कराने की मांग की।
• आदित्य साहू का हमला: भाजपा प्रदेश अध्यक्ष आदित्य साहू ने राज्य सरकार से JPSC के तीनों वर्तमान सदस्यों को तुरंत बर्खास्त कर उन पर प्राथमिकी दर्ज करने की मांग की।
(B) सत्ता पक्ष (झामुमो व कांग्रेस) का रुख
• झामुमो की सफाई (विनोद कुमार पांडेय): झामुमो के केंद्रीय महासचिव ने कहा कि शिकायत मिलते ही मुख्यमंत्री के निर्देश पर त्वरित कार्रवाई की गई। पूर्व अध्यक्ष का इस्तीफा और अधिकारियों की गिरफ्तारी सरकार की कड़े रुख का प्रमाण है। दोषियों को बख्शा नहीं जाएगा और अभ्यर्थियों को न्याय मिलेगा।
• कांग्रेस की प्रतिक्रिया: कांग्रेस नेता आलोक दुबे ने भाजपा पर पलटवार करते हुए कहा कि भाजपा को पहले अपने शासनकाल का हिसाब देना चाहिए, जबकि कांग्रेस नेता बंधु तिर्की ने पार्टी अध्यक्ष से मिलकर युवाओं की जायज मांगों पर त्वरित कार्रवाई का आग्रह किया।
        OMR टेम्परिंग के सबूत मिलने के बाद जहां एक तरफ CID मुख्य आरोपियों और एजेंसियों तक पहुंचने के लिए कानूनी शिकंजा कस रही है, वहीं दूसरी तरफ पारदर्शी व्यवस्था की मांग को लेकर अभ्यर्थी और राजनीतिक दल सरकार पर भारी दबाव बनाए हुए हैं।

🇮🇳CID जांच में खुलासे: श्वेता और अभय को सामने बैठाकर पूछताछ🇮🇳

• ​आमने-सामने पूछताछ: CID ने JPSC की तत्कालीन परीक्षा उप-नियंत्रक श्वेता गुप्ता और TDPL (परीक्षा संचालन एजेंसी) से जुड़े मनोज कुमार तिवारी उर्फ अभय तिवारी को आमने-सामने बैठाकर लंबी पूछताछ की।
• ​पूर्व चेयरमैन व निदेशक की भूमिका: पूछताछ के दौरान श्वेता गुप्ता व अभय तिवारी से TDPL के निदेशक रामवीर सिंह तथा तत्कालीन JPSC चेयरमैन एल. खियांग्ते की भूमिका और फैसलों पर कई तीखे सवाल पूछे गए।
• ​OMR टेम्परिंग की तकनीक: OMR शीट से छेड़छाड़ और डिजिटल मार्क्स बढ़ाने/घटाने के लिए अपनाई जाने वाली कार्यप्रणाली (Modus Operandi) को लेकर गिरफ्तार तकनीकी विशेषज्ञों मो. उस्मान और मो. एबाद से भी विस्तृत पूछताछ की गई।

​🇮🇳 'डमी/सीटर' अभ्यर्थी का अंदेशा: अभय कई परीक्षाओं में PT पास कर मुख्य परीक्षा से रहता था गायब🇮🇳

​जांच में अभय तिवारी के कई परीक्षाओं में उत्तीर्ण होने के संदिग्ध पैटर्न का खुलासा हुआ है:

• ​किन-किन परीक्षाओं में हुआ चयन:
  • ​JSSC PGTCE में अंतिम रूप से चयनित।
  • ​JSSC CGL में चयन (इसके बाद गोड्डा में पदस्थापना हुई)।
  • ​JPSC ACF, JPSC FARO, और JPSC FSA जैसी कई परीक्षाओं में PT और मुख्य परीक्षा पास।
• ​इंटरव्यू और मुख्य परीक्षा से अनुपस्थिति: अभय तिवारी कई परीक्षाओं की PT या मुख्य परीक्षा पास कर लेता था, लेकिन साक्षात्कार (Interview) या आगे की प्रक्रिया में शामिल नहीं होता था।
• ​CID का अंदेशा: जांच एजेंसी को संदेह है कि अभय जानबूझकर खुद परीक्षा देकर PT पास करता था ताकि उस सेंटर/सीट पर दूसरे अभ्यर्थियों का विश्वास जीता जा सके या फिर मेरिट/कट-ऑफ को प्रभावित किया जा सके।

मुख्य आरोपी मनोज कुमार तिवारी 🇮🇳 आरोपी अभय के जमानत याचिका पर सुनवाई 11 अगस्त को🇮🇳

• ​बेल की गुहार: JPSC भर्ती घोटाले के मुख्य आरोपी मनोज कुमार तिवारी उर्फ अभय तिवारी ने कोर्ट में जमानत याचिका (Bail Application) दाखिल की है।
• ​अदालत का रुख: CID के विशेष न्यायाधीश योगेश कुमार की अदालत में याचिका पर आंशिक सुनवाई हुई। अदालत ने अभियोजन पक्ष (Prosecution) को जवाब दाखिल करने का निर्देश दिया है और अगली सुनवाई की तिथि 11 अगस्त तय की है।

JPSC Scam Case: Candidate Accused of OMR Tampering Arrested, CID Tightens Its Grip as the Issue Escalates from the Streets to Parliament

Ranchi / New Delhi: The alleged irregularities in the JPSC (14th Civil Services Examination) and JSSC-CGL Examination in Jharkhand have now gone far beyond an administrative inquiry. The issue has become the focal point of legal action, widespread student protests, and intense political confrontation.

🇮🇳 Major Breakthrough in CID Investigation: Candidate Who Allegedly Cleared PT Through Fraud Arrested 🇮🇳

The CID (Crime Investigation Department) has made a significant revelation regarding the alleged modus operandi of the examination scam.

• Arrest of the Candidate: The accused candidate, Suman Saurabh, was arrested from Hazaribagh. After interrogation, he was produced before the court and sent to judicial custody.
• Truth Behind the Viral OMR Sheet: The OMR sheet that went viral on social media was confirmed to belong to Suman Saurabh. Only 48 questions had been marked on the sheet, yet he allegedly qualified the PT examination.
• Modus Operandi of the Scam: During interrogation, the accused reportedly admitted that questions for which he did not know the correct answers were intentionally left blank during the examination. Later, with the alleged help of a setter/syndicate, circles were filled on the correct answers in the OMR sheet, enabling candidates to clear the examination.
• Carbon Copy Missing: Since the alleged manipulation was carried out at the original OMR sheet level through the setter, the candidate did not possess the carbon copy of the OMR sheet.

🇮🇳 Strict Action by the Investigation Agency and Questioning of the Former Chairman 🇮🇳

• Six Questions Regarding TDPL Work Order: The CID has sought an explanation from JPSC regarding the basis on which the allegedly blacklisted/tainted agency TDPL (M/s TSR Data Processing Private Limited) was awarded the Work Order. Detailed information has been sought regarding the agency selection process, SOP, and the assigned responsibilities.
• Former Chairman Summoned for Questioning: Former JPSC Chairman L. Khyangte has been summoned by the CID for questioning. Based on the documents seized from the JPSC office, investigators will determine whether any rules were violated during the conduct of the examination.
• Remand Period Extended: The remand of previously arrested Deputy Examination Controller Shweta Kumar Gupta and other accused has been extended by two more days.

As of now, the CID has reportedly not yet taken a final decision on questioning the three current members of the JPSC.

🇮🇳 Students Take to the Streets for a Transparent Recruitment Process; Jharkhand Assembly Gherao Announced on 6 August 🇮🇳

The anger among aspirants in Ranchi continues to intensify.

• Satyagraha on the Streets: Under the banner of the "JPSC-JSSC Corruption-Free Recruitment Campaign," candidates staged a massive protest from Jaipal Singh Munda Stadium to Albert Ekka Chowk.
• Major Demands: Immediate cancellation of the 14th JPSC PT and JSSC-CGL examinations, a fixed annual examination calendar, and implementation of digital security measures along with a transparent answer key system.
• Ultimatum for Assembly Gherao: Student leaders Dinbandhu Mandal, Ramavatar Mahto, and others announced that if their demands are not fulfilled, they will gherao the Jharkhand Legislative Assembly on 6 August 2026.
• AJSU's Lok Bhavan March: The AJSU Party also organized a march from Jaipal Singh Munda Stadium to Lok Bhavan, demanding reforms in the education system and recruitment process, and submitted a memorandum addressed to the Governor.

🇮🇳 Political Showdown: Protest in Parliament and Exchange of Allegations 🇮🇳

The JPSC-JSSC issue has now reached the Parliament.

(A) BJP's Protest in Parliament and Demand for a CBI Inquiry

• Silent Protest in Parliament: BJP MPs from Jharkhand staged a silent protest in the Parliament premises in New Delhi, demanding a CBI inquiry into the alleged irregularities in the JPSC and JSSC-CGL examinations.
• Aditya Sahu's Demand: BJP State President Aditya Sahu demanded the immediate dismissal of the three current members of the JPSC and registration of FIRs against them.

(B) Stand of the Ruling Alliance (JMM and Congress)

• JMM's Response (Vinod Kumar Pandey): JMM General Secretary Vinod Kumar Pandey stated that the Chief Minister ordered immediate action as soon as complaints were received. According to him, the resignation of the former chairman and the arrest of officials reflect the government's firm stance. He asserted that no guilty person will be spared and that justice will be ensured for the aspirants.
• Congress's Response: Congress leader Alok Dubey countered the BJP by stating that it should first account for the recruitment processes during its own tenure. Meanwhile, Congress leader Bandhu Tirkey urged the party leadership to take prompt action on the legitimate demands of the youth.

Following the emergence of evidence related to OMR tampering, the CID has intensified its legal action to reach the main accused and the agencies involved. At the same time, aspirants and political parties continue to mount pressure on the government for a transparent and accountable recruitment system.

🇮🇳 CID Investigation Reveals New Findings: Shweta Gupta and Abhay Tiwari Questioned Face-to-Face 🇮🇳

Face-to-Face Interrogation

• The CID conducted a prolonged face-to-face interrogation of Shweta Gupta, the then Deputy Examination Controller of JPSC, and Manoj Kumar Tiwari alias Abhay Tiwari, who was associated with TDPL (the examination conducting agency).
• During the questioning, investigators asked several detailed questions regarding the roles and decisions of TDPL Director Ramveer Singh and the then JPSC Chairman L. Khiangte.

OMR Tampering Modus Operandi

• The CID also conducted detailed interrogation of arrested technical experts Mohd. Usman and Mohd. Ebad regarding the modus operandi used to tamper with OMR sheets and digitally increase or decrease candidates' marks.

🇮🇳 Suspected 'Dummy/Sitter' Candidate: Abhay Cleared Preliminary Exams but Often Skipped the Main Examination 🇮🇳

Suspicious Examination Pattern

The investigation has revealed a suspicious pattern in Abhay Tiwari's performance across multiple competitive examinations.

Examinations in Which He Qualified

• Selected in JSSC PGTCE.
• Selected in JSSC CGL, after which he was posted in Godda.
• Cleared the Preliminary and Main examinations of JPSC ACF, JPSC FARO, and JPSC FSA, among others.

Absence from Interviews and Later Stages

• In several examinations, Abhay cleared the Preliminary or Main Examination but did not appear for the interview or the subsequent stages of the recruitment process.

CID's Suspicion

• The CID suspects that Abhay deliberately appeared in examinations to clear the Preliminary stage, possibly to gain the confidence of candidates at the examination centre or to influence the merit list and cut-off marks.

Bail Application

• The principal accused in the JPSC Recruitment Scam, Manoj Kumar Tiwari alias Abhay Tiwari, has filed a bail application before the court.

Court Proceedings

• The Special Judge (CID), Yogesh Kumar, conducted a partial hearing on the bail plea.
• The court directed the prosecution to file its response and fixed 11 August as the next date of hearing.
